Councilman Joe Carn has dedicated his life to serving the people of College Park and Ward 2 with integrity, action, and a genuine heart for community. First elected in 2005 as the youngest councilmember in the city’s history, Joe has gone on to serve as Vice Mayor, Fulton County Commissioner, and now as a trusted leader for Ward 2. His record is defined not by political ambition, but by consistent, results-driven service.
Over the years, Joe has:

Delivered real results in housing, including securing $40 million in airport-area housing relief and holding slumlords accountable.
 - 
Fought for public safety, organizing gun buybacks, strengthening curfew laws, and standing with families affected by crime.
 - 
Invested in youth and seniors, expanding free recreation programs, supporting mentoring initiatives, and creating utility assistance programs for seniors.
 - 
Built community assets, including helping bring the Gateway Center Arena to College Park and funding neighborhood playgrounds with Delta.
 
Beyond his local work, Joe has been a voice for College Park on national stages serving as Georgia State Director of the Young Elected Officials Network, representing the city at the White House under President Obama, and advocating nationally through N.O.I.S.E. as the only African American board member.
A proud recipient of the Presidential Lifetime Achievement Award, Joe’s leadership is rooted in faith, family, and an unwavering commitment to fairness. He believes leadership means showing up, listening, and working hard day in and day out for the people he serves.
Today, Joe continues that mission with his campaign anchored on Leadership. Hard Work. Common Sense. He’s not asking Ward 2 to start over, he’s asking to finish the work he’s faithfully begun.
